Serenity Care Partners Consulting exists because building a real home care agency is harder than it looks, and most founders are walking the path without a map.
The founder
Built by someone who has done this work.
Bignon Deguenon founded Serenity Care Partners, his own Ohio-licensed non-medical home health agency. He walked the entire process from the decision to start to operating license. He drafted the policies, built the operating manual, prepared the application package, received and responded to Requests for Information, and went through the Council on Aging pre-certification review.
He kept careful notes the whole way. Where the rules were clear, where they were not, where the state agency would expect a certain level of detail, where another founder would predictably stall. Those notes became the operational frameworks at the center of this consulting practice.
Serenity Care Partners Consulting started because other founders kept asking the same questions. Founders with real experience in healthcare, with caregiver backgrounds, with the right instincts, who simply did not have a map of the operational road in front of them. The map exists now. So does the practice that walks it with them.
Why this work
The need is real. So are the risks.
More families need home care every year. The population is aging, more people want to stay at home, and the system pays for it. There is a real path, in most states, to operate a credible non-medical home care agency funded by Medicaid waivers, private pay, long-term-care insurance, and specialty contracts.
What the path does not have is patience for sloppy operators. Every state we work in is tightening pre-certification standards. Applications are scrutinized. Site visits ask for documents in a particular order. Reviewers expect founders who have actually thought about workforce, policies, and risk. Founders who skip the operational work are not punished immediately, but they are eventually surfaced.
Our entire reason for existing is to make sure the founders we work with are not in that group. We help them build the kind of agency that reviewers want to approve and that families want to refer.
How we work
Operational, calm, and honest.
We work at the level of documents, applications, policies, and pre-certification reviews. We are comfortable in the operational weeds because that is where the build actually happens. The seven pillars and eight phases at the center of our practice are not theoretical. They are the structure of a real licensed agency we built and operate.
What we do not do: we do not sell hype, we do not promise outcomes outside our control, and we do not chase clients we cannot help. If you reach out and we are not the right partner for where you are, we will say so on the first call.

Our deepest operational knowledge is Ohio, where we built our own agency and where we maintain active engagements today. We also work actively in Georgia, with Texas in development. The frameworks themselves apply nationally. The state-specific adaptation is what we do for you, not what you do alone.
